Step 2 - Colorize, Scale and Fade
Select one of the layers with the lightning on it and hit CTRL+U for Hue/Saturation. Check the "Colorize" box and play with the sliders until you get the color you want. I’m going for more a blue theme with mine.
Do this to all of the lightning.
Now start resizing the lightning. Select each layer in the Layers window separately, like when you changed their Hue/Saturation, and hit CTRL+T to transform. Hold down shift to keep the proportions of the bolts, and scale them down and rotate them as you’d like them placed behind the text.

Go back to the text layer and duplicate it in the Layers window. Hide the bottom of the two layers and click on the upper of the two. Change the text black, then double-click on the layer in the Layers window. This will bring up a window where you can add filters and things to that particular layer. Do an Outer Glow with a lighter/medium blue and play with it for a bit to get it looking how you want.
Now go through all of the lightning bolt layers again and lower the Opacity from 100%. Vary the opacities on each of the layers, making some of the lightning brighter than the others.
Select the Eraser with a Soft Round brush. 100% opacity and 100% flow. Select one of the bolts. Position the eraser over the end of the bolt and click once, maybe twice to fade out the line.

Do this on all of the ends on all of the bolts.
