Step 3 - Motion Blur


Next, we'll use a Motion Blur set to 51 pixels and the angle to -79 degrees in order to simulate the rain look.  We'll also want to set the Blending Mode of this layer to Vivid light, in order to have the rain stick out only slightly.  Finally, I reduced the opacity of this layer to around 15% to further blend it in with our image.
