Step 4 - Adding Ripples
Next up, I used the Quick Selection Tool (a new tool in Photoshop CS3, for those using previous versions, the Magic Wand Tool will accomplish the same objectives.) to select the water, including it's reflections.  Next, I used Filter > Distort > Ocean Ripple with the Ripple Size set to 9 and the Ripple Magnitude set to 5, in order to give the water the appearance that rain drops were hitting the surface.
